According to this Information Letter, "mitigating circumstances" are circumstances that may warrant a less severe sanction than would otherwise be appropriate and, if recognized mitigating circumstances are present, the Department will consider whether to reduce monetary penalties, the lengths of suspensions, and whether revocations should be reduced to suspensions with monetary penalties. Recognized Training Programs Relative to Alcoholic Beverage Licensing: The South Carolina Department of Revenue (Department) has recently issued Information Letter #23-13 (Information Letter), superseding Information Letter #14-6 and all previous documents and any conflicting directives, which addresses the consideration of certain recognized training programs as mitigating factors in regard to evaluating the appropriate penalty for a violation of the State's statutes and regulations governing the sale, distribution, or possession of beer, wine, and/or alcoholic liquor. ![]() That Notice, in which the updated tax tables can be accessed, can be found here. The Department also noted in this Release that the amount of withholding change in taxpayers' paychecks depends on a variety of factors, including how much each taxpayer makes and how often they are paid, together with whether the taxpayer has experienced significant life changes such as marriage, divorce, birth of a child, and other such events. As a result of the foregoing, the Department in this release stated that refunds next year may be less than in past years. According to the Department in this Release, the withholding tax tables have annually been updated since 2017 and were updated just recently so as to take into account less money that was being withheld from paychecks during 2023 because of legislative tax cuts. Withholding Tax Tables Updated: On November 16, 2023, the South Carolina Department of Revenue (Department) issued a News Release stating that the Department's withholding tax tables have been updated. More information regarding these new requirements can be found here. Further, the Department stated that employers can now upload the W-2 C, W-2 G, and some types of 1099s on MyDORWAY. The Department noted in this Release that previously only employers with 250 or more W-2s were required to upload those forms electronically to the Department.
